Mr. Boehm was quoted as saying, “why don’t we look at something unique like setting money aside similar to the Texas Enterprise Fund, and have existing, well performing small businesses apply and compete for a grant. The money should be very specific for business growth and job creation.” The most emotional topic within the group was the Texas Workforce Commission (TWC). Most, if not all, of the participants agreed that when an employee is terminated from a company, the “burden of proof” for legitimate termination should not fall on the small business owner. Under the current system, an ex-employee is free to file for unemployment assistance, regardless of the cause for their termination. The massive amount of paperwork the small business owner now has to go through in order to support the employment termination is overbearing. Even audience members got involved as the business leaders asked the legislators present to overhaul the current TWC unemployment system.
